Texas lawmakers should ensure that everyone, regardless of immigration, incarceration, or economic status, has access to all reproductive health care options. The U.S. Supreme Court struck down as unconstitutional two provisions of House Bill 2, a law passed in 2013 that shuttered half of the state’s abortion clinics. Medically unnecessary abortion restrictions, like those in HB 2, impose an undue burden on Texans seeking abortion, do nothing to promote women’s health and safety, disproportionately impact low-income Texans, rural Texans, and Texans of color, and hurt families by making it difficult to access the care they need.
The mandatory 24-hour waiting period—based on the widely discredited and demeaning premise that women make the decision to have an abortion without reflection—puts an extra burden on women who must take more time off work, incur the extra expense of travel, and be away from family longer than necessary.
Instead of limiting Texans’ options, lawmakers should champion policies like equal pay and paid sick and family leave to ensure all Texans have the economic security needed to support their families.
